Davide for President 

Didn't I tell you about this post-impeachment scenario? Former anti-impeachment volunteers have launched a 1 Million signature campaign to draft Hilario Davide, Chief Justice of the Philippines, to run for President in 2004. Click link below.

It's really amazing how politics works in this country. The defenders of the Chief Justice will now take the offense in politics. This turn around happened in just a month. Let's see how far they take it. But I don't think they can take it far enough because the Chief Justice has already shunned the idea. Besides, the court employees are still raging mad. Yet, who knows?

The Chief Justice's Approval rating takes a plunge 

What do these numbers mean? The Chiet Justice lost 10 percentage points from his third quarter rating while Supreme Court lost 8 points.

According to the Tribune, "the survey showed that 27 percent of the respondents believed the accusation of Representatives Gilberto Teodoro Jr. and Fuentebella that Davide broke the law in his spending of the Judiciary Development Fund (JDF). Twenty-four expressed disbelief at the charges. The remaining balance, a large number, shows that the issue of the JDF is largely left unresolved in the minds of the respondents."

Tribune: House seeks independent body to do JDF probe

Now, we have another constitutional issue brewing (not again please!). The Commission on Audit is the exclusive auditor of state funds. SGV or Punonbayan or any other accounting firm may not audit state funds. And even if they are allowed to do so, the COA report is still the final word on the audit of state funds.

Fr. Bernas on the impeachment 

Today columnist Fr. Joaquin Bernas, S.J., proposes that the provision of the Constitution that allows the impeachment of an impeachable official by the signatures of 1/3 of the members of the House of Representatives should be amended. See link below.
